This is a pretty simple skirt made from seersucker fabric and an invisible zipper.
To make the waistband, cut a piece 3 inches longer than your waist and about 7 inches wide. Fold in half right sides together and sew. Turn the waistband inside out.
Next cut a piece that is twice the length of your waist. For the width, measure from your waist to where you want the skirt to hit your legs and add 5 inches. Next, put the tension and stitch length all the way up and ruffle around the waist line of the skirt.
Adjust the ruffles so they reach the length of the waistband.
Pin the waistband to the skirt piece right sides together.
Sew the waistband to the skirt piece.
Attach the invisible zipper and sew up the sides.
Hem the bottom to your desired length.
